i found some solutions for this...
1. if you want maximum speed for surfing then you can stop the torrent for a while by right clicking on the torrent and select stop.. after your surfing is done you can start it again...
2. if you want to keep downloading continue and get enough surfing speed then select bandwidth allocation low by right clicking on the torrent.. this will give less priority to torrent and it will give you enough speed.
3. another way is to just set the maximum downloading speed again on right clicking on the torrent !!! this will bind the speed of downloading and the rest of the speed you will get in surfing..
